Jeffrey Harland and Matt Bullimore established the Oakland noise pop outfit Legs in 2011. Longtime friends who had already shared stages in earlier groups, the pair chose to pool their efforts and start tracking new material together. Bullimore, born in New Zealand and raised on Flying Nun releases, joined Harland in drawing from the noisy pop aesthetic of mid-'80s Creation and Flying Nun. For a full year the project remained strictly a duo while Matt acquired drumming skills and the pair refined their approach. Membership grew incrementally, beginning with Amelia Adams on vocals and later adding Kevin Walker and Spencer Hicks, as the band labored methodically over an album. After linking with San Francisco’s Loglady label and completing further tracks, Legs issued Pass the Ringo in spring 2013.
