Carlos Coy, known professionally as S.P.M. or South Park Mexican, spent his formative years in Houston’s Hispanic South Park district. He has stated that he devoted five years to drug sales throughout his late teens and early twenties. In 1994 he pivoted to rap and launched his independent imprint, Dope House Records. Hustle Town became his debut full-length in 1997, with the compilation Power Moves arriving the next year. Surrounding himself with additional local rappers, he issued his third album, The Third Wish to Rock the World, in November 1999; within three months the project moved more than 100,000 copies. That momentum prompted him to schedule further Dope House releases and to disclose plans for a semi-autobiographical film also titled Hustle Town.
