Scott Reynolds, following an extended period with All and a pair of releases alongside Goodbye Harry, relocated to Buffalo, New York, where he established the Pavers during 1998. He sustained the rapid-tempo pop-punk approach characteristic of his earlier groups by enlisting Tim Patterson on guitar, Eric Tuberdyke on guitar, Mark Galley on bass, and Josh Heatley on drums—all previously affiliated with Annabel—to round out the ensemble. One year subsequent to the band's inception, Owned and Operated Records issued their debut full-length effort, Local 1500. In 2002, the group delivered a follow-up EP titled Wrecking Ball via CI Records.
