They Must Be Russians took their moniker from a newspaper reference to the Sex Pistols single "God Save the Queen," forming an irreverent post-punk outfit based in Sheffield, England. A separate group using the identical name emerged from London. Russ Russian handled vocals and guitar, joined by Paul Russian on the same instruments, Carl on bass, and Brendan overseeing effects in the initial lineup. Local associates Cabaret Voltaire supplied production support for the band's debut release, the Nellie the Elephant EP, which appeared in mid-1979. Fresh issued the follow-up single Don't Try to Cure Yourself more than a year later. First Floor put out a self-titled album in 1983, and Native released the LP Groundless Accusations in 1985.
