In the closing years of the 1990s, Jeremy Wilkins, handling guitar and keyboards, joined forces with vocalist Melissa Mileski to launch Underwater in Atlanta, Georgia. Their music brought contrasting dimensions to alternative and s styles by emphasizing a strong electronic component comparable to the work of Curve or Bowery Electric, which quickly drew significant attention in the local scene through the strength of their compositions. After drummer Alec Irvin and programmer Matthew Jeanes joined the lineup, the group entered the studio to capture its first album. Released in 1999 on Risk Records, the debut I Could Lose was produced by Chris Vrenna, previously associated with Nine Inch Nails. Once the record appeared, Underwater and the label went separate ways, yet the band soon issued the single "Red" independently.
