In 1986, Liverpool, England saw the launch of atmospheric folk-rock quartet River City People, founded by vocalist Siobhan Maher with guitarist Tim Speed, his drummer brother Paul, and bassist Dave Snell. The ensemble first built a devoted regional audience, then cut a demo that secured an appearance on Channel 4's The Chart Show and led directly to a contract with EMI, which issued the debut single "(What's Wrong With) Dreaming?" in mid-1989. Say Something Good arrived as their album a few months later, and the band's peak commercial moment came in summer 1990 with a cover of the Mamas and the Papas' "California Dreamin'." This Is the World appeared in late 1991, yet River City People split shortly afterward; Maher subsequently formed the duo Kindred Spirit with ex-Bangle Debbi Peterson and released their self-titled 1995 LP on Capitol.
