The duo known as Two comprises solely vocalist Rob Halford and guitarist John Lowery. Halford had served as Judas Priest's frontman for almost two decades before departing the group in 1991 in search of fresh creative directions. He subsequently launched Fight, a project that closely mirrored his prior band's sound yet failed to match its earlier commercial achievements and folded following a pair of poorly received releases. As the techno-alternative movement gained momentum, Halford experimented with electronic composition and achieved stronger results than with Fight, prompting him to seek out Nine Inch Nails frontman Trent Reznor by arriving unannounced at his home to present the material. Impressed, Reznor promptly added Halford to his Nothing imprint and oversaw production of Two's first album, Voyeurs. Lowery contributed guitar while the bulk of the remaining instrumentation came from machines, and Reznor further aided visibility by featuring the project in NIN-focused press and conversations. Whether audiences would embrace the onetime metal frontman in this new techno guise or whether Two would meet the same end as Fight remains an open question.
