Wahoo emerged as the creative outlet of German producers and DJs Georg Levin and Steffen "Dixon" Berkhahn, initially serving solely as the label imprint for their shared remix projects until the resulting tracks drew enough attention for the endeavor to develop independently. Levin's engagement with music started in childhood through songwriting, then expanded during his teenage years to include keyboard and saxophone performances across several bands. Following studies in communications in another country, he held assorted positions in television and film until Jazzanova's Alexander Barck encouraged a permanent shift back to music as his primary career. Dixon maintained close ties to Kristian Beyer of Ame, Barck, and further participants in Berlin's Jazzanova collective; those connections enabled him to help launch the Sonar Kollektiv label, supplying the DJs with a shared and individual platform for releases. Although Levin and Dixon each issued solo material—Levin's Can't Hold Back in 2003 and Dixon's Holding You in 2005—they also remixed tracks for Victor Davies and Brooks that carried the Wahoo name. The pair's first club release, "Take Over Me/Make 'Em Shake It," appeared in 2004 and was soon reissued by Defected Records with additional versions from Kings of Tomorrow and Isolée. Wahoo continues to build its audience throughout the European club circuit.
