Born around 1958 in England, Lowe developed largely without formal instruction as a composer. His first notable success in the pop field arrived in 1998 when Touch And Go—a project uniting Lowe with Charlie Gillett, Gordon Nelki, Vanessa Lancaster and James Lynch—recorded the track ‘Would You...?’. The single charted across Europe and peaked at number 3 in the United Kingdom; two years later V2 Records issued the accompanying album I Find You Very Attractive.

During the closing years of the decade his profile stemmed chiefly from an extensive catalogue of television commissions. These encompassed signature tunes for numerous documentary, news and current-affairs strands, among them BBC News, Grand Designs and 5th Gear, together with the BBC’s 2006 Winter Olympics broadcasts. Outside regular programming he supplied music for major ceremonies, writing themes for the 2005 Ivor Novello Awards and the 2006 BAFTA Film and Television Awards.

After issuing his first solo album Dreamcatcher in 1997, Lowe appeared at several World Of Music And Dance festivals. In 2005 the WOMAD organisers commissioned a new piece for their event in Reading, Berkshire; he subsequently expanded the score into the album What... Is In Between?, featuring vocal contributions from poet and novelist Benjamin Zephaniah and artist and composer Mieko Shimizu, plus instrumental solos by trumpeter Guy Barker and trombonist Annie Whitehead.

Having previously served as a BBC sound engineer, Lowe has also supplied music to television productions originating in Dubai, India and Norway. His standing as a significant figure across the wider field of world music continues to grow.
