Born around 1968 in Hines Creek, Alberta, Canada, Steele grew up making music alongside family members and close companions. He launched his professional career in 1984 by joining the Edmonton-based group Rock ‘N’ Horse, which issued the album Highways in 1991. The band earned a Juno Award nomination for Country Group Of The Year and enjoyed solid single sales, yet Steele departed in 1993 to pursue a path as a solo vocalist and songwriter. Warner Chappell in Nashville, Tennessee, brought him on board to compose material, most often working with other writers. Mercury Records’ Canadian division signed him in 1995, leading to the release of his debut solo album P.O. Box 423. Singles performed strongly, among them the Canadian Country chart-topper “Anita Got Married.” After his second album appeared, additional tracks reached the Top 30, and he began opening shows for prominent acts across the United States and Canada.

The 1997 single “Two Names On An Overpass,” written with Lisa Brokop, earned the Canadian Country Music Association’s Vocal Collaboration Of The Year award. Steele also partnered with Shirley Myers on songwriting and recorded “Forever In Love” alongside her. Further album and single releases sustained his momentum until he issued an independent project that secured him the 2001 CCMA honor for Independent Male Vocalist Of The Year. In addition to multiple CCMA nominations, he received four Juno Award nods for Country Male Vocalist Of The Year between 1996 and 1999.
