Hailing from Edinburgh, Joe Powers crafts an energetic and innovative strain of experimental grime as Proc Fiskal. His productions generally move at roughly 160 beats per minute, outpacing conventional grime while echoing the speeds of drum'n'bass or footwork without locking into their steady, dance-floor loops. Intricate beats gain extra texture from cartoonish effects and other striking sonic details that pair a playful mood with faint undercurrents of unease. After inking a deal with Hyperdub in 2017, he delivered his first album, Insula, the next year.

Powers began uploading Proc Fiskal tracks to SoundCloud in 2016, delivering a lively, vivid take on the London-originated grime style. The material quickly drew notice from Kode9, who brought Fiskal to Hyperdub that same year. Debut EP The Highland Mob, led by the high-impact cut “Skulka,” surfaced in May and earned strong critical response. The following year, Om Unit’s Cosmic Bridge imprint released the Hello Boss EP, which folded in flavors of ragga-jungle, dub, and Bollywood soundtracks. Hyperdub then issued Insula in June, giving Powers room to sharpen his dense, rapid-fire approach through everyday field recordings and conversational snippets alongside melodies shaped by Japanese video-game music. The EP Shleekit Doss, titled after a club night Powers once ran in Edinburgh, arrived in 2019.
